The Head of Offer Strategy & Portfolio Governance is responsible for defining, governing, and optimizing all commercial offers across the organization. This role leads the Offer Management Office (OMO) and ensures that every offering is profitable, standardized, scalable, and aligned with market needs across Government, Enterprise, SMB, SaaS, and Municipal sectors.
The position drives the full offer lifecycle—from idea intake and market qualification to launch and continuous improvement—working closely with Sales, Marketing, Delivery, Technology, Consulting, Finance, and Legal teams.
Own and manage the full Offer Lifecycle Framework (Ideation → Definition → Design → GTM → Delivery → Optimization).
Govern the entire offer portfolio to ensure consistency, quality, financial viability, and delivery readiness.
Develop and maintain standardized offer templates (scope, pricing, SLAs, delivery model, value proposition).
Enforce compliance with commercial, financial, legal, and delivery requirements.
Maintain an up-to-date portfolio of all active, in-development, and retired offers.
Introduce and manage an Offer Maturity Model to ensure productization and scalability.
Conduct periodic portfolio reviews and propose enhancements, upgrades, or decommissioning decisions.
Assess market trends, customer needs, and competitor offerings to identify new offer opportunities.
Validate market demand and business viability for new offers and enhancements.
Collaborate with Business Units and Industry Leads to design sector-specific offers.
Align with Sales and Marketing to build strong value propositions and GTM materials.
Ensure Delivery, Technology, and Pre-Sales teams are prepared with playbooks and documentation.
Build pricing models and conduct profitability assessments.
Ensure financial sustainability of all offers (COGS, margins, scalability).
Review and approve pricing updates and discount rules.
Manage the launch process and ensure full readiness across all teams.
Monitor performance KPIs (win rates, margins, delivery variance, customer satisfaction).
Lead post-launch evaluations and continuous optimization cycles.
Bachelor’s degree in Business Administration, Engineering, IT, or related field.
MBA or advanced degree is preferred.
15–22 years of experience in Offer/Portfolio Management, Product Strategy, Commercial Strategy, or Solution Development.
Strong background in multi-segment markets (Government, Enterprise, SMB, SaaS).
Demonstrated experience leading cross-functional teams and managing complex offerings.
Strong understanding of solution design, pricing, and delivery models.
Experience with commercial frameworks, financial modeling, and offer governance.
Knowledge of technology, digital transformation, managed services, SaaS, or consulting.
